"According to the Los Angeles County (Sheriff's Department) Bomb Squad, it was a crude, homemade pyrotechnic device", Gourdikian said.

Detectives returned to the scene Friday and were canvassing for surveillance video that may help them identify the man who threw the device.

"This evening an incendiary device exploded within our Pasadena restaurant", The Cheescake Factory said in a statement.

The device contained gunpowder, the Star-News said.

Lt. Mark Goodman said it was not a pipe bomb, not a Molotov cocktail, had no projectiles, no shrapnel and nothing was ejected.

Although no one was injured, according to witnesses who spoke with CNN affiliate KABC, the device filled the restaurant with heavy smoke and set off panic and confusion.

Officers evacuated customers and employees.

Jee Ick-joo's body was found inside the grounds of the national police headquarters in October. Mr Duterte has made tackling drug use in the Philippines a central part of his presidency.

Police don't know why the man picked that location.

Police were able to find the device and ensure it was safe, CBS said. The motive behind the freakish incident remains a mystery.

The restaurant, which was open Friday morning, is equipped with several security cameras.

"Pasadena Police Detectives are now handling the investigation and out of an abundance of caution the federal authorities have been notified", the police department announced in a public statement.

The suspect is described as being six-feet tall, and having a thin build and a large beard. He was wearing all black clothing and a black beanie.

Police have not increased patrols in Old Pasadena. Tips may also be submitted anonymously to L.A. Regional Crime Stoppers at 800-222-8477.
