The BCA said the witness stopped and watched officers provide medical attention to the 40-year-old woman, also known as Justine Ruszcyk.

Minneapolis Police Chief Janeé Harteau resigned Friday, less than a week after a city officer shot and killed a woman who had called officers for help.

She was shot as she approached the driver's side of officers Mohamed Noor and Matthew Harrity's patrol vehicle.

Ms Damond, 40, was shot dead shortly after reporting what she believed was an active sexual assault in the USA city on Saturday.

"Messy Betsy", "You are next" and "Power people", they hollered after Ms Hodges spoke about her "lost confidence" in the police chief.

Since the shooting, both Noor and Harrity have been placed on leave. She was so concerned that she called the police twice to get them to come faster - she could hear the victim screaming.

Police said a squad auto entered an alley and Ruszczyk, 40, approached the driver's side to talk with the officers.

Noor has refused to speak to investigators, which Harteau earlier described as his "constitutional right".

On Thursday, Harteau gave a press conference saying the shooting death of Justine Damond was unnecessary. "It's about an individual officer's actions, not about race and ethnicity", she said.

"We understand that chief Arradondo looks like us, but we understand that he's not one of us, that he works for a police department that has a history of brutalizing us and that we're not buying this, that this won't work", the man said.

In his televised interview, Turnbull said that Australian Consul-General Michael Wood, based in Chicago, is demanding answers of the Minneapolis city government.

An incident report released Wednesday showed that at 11:41 p.m., the officers reported a shooting incident and began performing CPR. Her fiancé was Don Damond.

Protestors on Friday called for the mayor to resign as well. But that doesn't explain the death of an unarmed woman in pajamas dying as she approaches a police vehicle. She says she's relied on him to explain police initiatives and has always been impressed.

Police Lt. Bob Kroll, Police Officers Federation of Minneapolis president, frequently criticized the former chief and the mayor. There have been other protests as well in the past against police shootings, according to the New York Times.
