Young child found clinging to drowned mother

When police and fire service rescuers reached them, they found the mother unresponsive, while the child suffered from hypothermia.

The hurricane has since been downgraded to a tropical storm and has made landfall for a second time in the neighbouring state of Louisiana.

A mother in Texas has died as she tried to get herself and her daughter to safety in the aftermath of Hurricane Harvey. The child is in stable condition. Rescuers were able to save the child, police said, but Sulcer never regained consciousness.

Sadly, authorities found the body of the woman Wednesday, but miraculously: The toddler was clinging to her mother, alive.

The mother was seen trying to save her 18-month-old from a flooded parking lot when they were swept away into a ditch, a Beaumont fire-rescue official said.

The Beaumont Police Department has identified the woman as 41-year-old Colette Sulcer.

The child was holding onto the floating woman when a police and fire-rescue team in a boat caught up to them a half-mile downstream, he said. Water was up to the trestle and first responders would not have been able to save the child if they'd floated under it. "Everyone in the hospital fell in love with her", Officer Carol Riley, a spokeswoman for the department, told People magazine.

Officials say they attempted to revive the woman but were unsuccessful. "Water was still high so a citizen helped by allowing first responders to load the mother and daughter in his truck and brought them all to a waiting ambulance at Laurel and 23rd Street".

The identities of the mother and daughter are being withheld until the father, who was out of town at the time of the incident, has been notified.

Earlier in the week this image of a SWAT officer carrying a mother and her sleeping baby to safety went viral.

"The baby also had a backpack that was helping her float on her back and she was holding on to her mom", Riley said.
