The prospect of a combined team had always been unsettling for the South Korean players. The plan is for the North's athletes to enter the South over a land border on February 1.

Despite conservative skepticism, South Korea's government led by liberal President Moon Jae-in says it hopes the Olympics will provide the Koreas with a chance to improve their frosty relations.

It is not the time to ease pressure or to reward North Korea, foreign minister Taro Kono said.

Other governments panned the Vancouver talks themselves, including China, which cautioned against a "split" within the global community on Korean nuclear issues. It will also decide on participation protocol regarding the flag that North Korea will compete under, as well issues including the anthem, ceremonies and uniforms.

North Korea will send a 550-member delegation, including 230 cheerleaders, 140 artists and 30 Taekwondo players for a demonstration, the ministry said.

Tillerson said that while North Korea had a record of seeking to drive a wedge between the United States and its allies through "charm offensives", Washington was supportive of the North-South dialogue. He suggested the North's outreach to South Korea may be an early effort to "break the ice" after a year of rising tensions as it approached its goal of having a nuclear-tipped missile that could reach the American mainland.

"It would have a significant meaning if the South and North show reconciliation and unity, for example through a joint march".

The Russian Foreign Ministry said top diplomats from Russia and China had not been invited to the meeting, which was made up of countries that backed South Korea during the 1950-53 Korea War, and that the events were damaging the authority of the UN.

The South Korean team recently returned to the country after holding a training camp in the United States.

The two Koreas have joined forces at other global sports events before.
