Trump opens curtain on negotiations over spending bill, immigration

Republican lawmakers previewed a bill to permanently establish the DACA program, fund a border wall, end chain migration and end the visa lottery program.

Wall funding wasn't included in a stopgap year-end funding bill, nor was it ever considered when Democrats thought they'd struck a deal on DACA with Trump this fall.

Lawmakers also consider him a more rational negotiating partner than White House senior adviser Stephen Miller, who has ruled on Trump immigration policy.

Trump met with lawmakers at the White House on Tuesday, offering support for an immigration package that would legalize young undocumented immigrants brought to the children, known as Dreamers.

Kelly often discussed being open to meeting with Democrats as much as Republicans, and spoke of sympathy toward the DACA population. Mazie Hirono (D-HI) on whether a border wall was a precondition for any DACA fix. DACA has allowed them to receive a renewable two-year period of deferred action from deportation and get a work permit.

Pennsylvania Rep. Lou Barletta praised Trump's initial decision to rescind the DACA protections set forth by the Obama administration.
